For foreign-invested projects with a total investment above the quota, the project application report shall be submitted to the National Development and Reform Commission and the Ministry of Foreign Trade and Economic Cooperation for approval after preliminary review by the provincial Development and Reform Commission and the competent department of the industry; major projects exceeding USD 100 million shall be submitted to the State Council for approval.

For domestic projects with a total investment of less than 10 million yuan, and non-productive utilization of foreign investment projects with a total investment of less than 5 million US dollars, in accordance with the principle of simplified procedures, if the project construction content is relatively simple, a feasibility study report can also be prepared directly.
