Article 2 These measures apply to rural land improvement projects that require provincial approval.
Article 3 The comprehensive examination and approval of rural land improvement projects refers to the approval of one or more of the following items at the same time when examining land consolidation, reclamation or development projects in a rural land improvement project area:
(1) Implementation plan linked to increase or decrease of urban and rural construction land or conversion of agricultural land;
(2) Comprehensive management plan of the mine geological environment (coal mining subsidence land);
(3) Evacuation and relocation projects for geological disasters;
(4) Other matters suitable for simultaneous examination and approval.
Article 4 Matters included in the comprehensive examination and approval of rural land improvement shall be subject to unified application, unified acceptance, unified approval, and unified acceptance.
Article 5 The comprehensive examination and approval of rural land improvement projects is led by the Farmland Protection Division, the Planning Division, the Land Acquisition Management Division, the Geological Environment Division, the Resource Recovery and Improvement Division, and other relevant offices, and shall cooperate with each other to complete the examination and approval work in accordance with their respective duties.
Chapter II Project Application
Article 6 The rural land remediation project determined by the Provincial Department of Land and Resources to carry out preliminary work and feasibility studies shall be organized by the municipal, county (city, district) land and resources administrative department to prepare a rural land remediation project plan.
In addition to the land consolidation, reclamation, or development plan (feasibility study report), the rural land improvement project plan should also include other matters that require simultaneous approval. Each independent examination and approval plan shall be prepared separately in chapters.
The contents of the rural land improvement project plan shall comply with the management regulations, technical regulations, and approval requirements of the various approval matters involved.
Article 7 If the approval matters involved in the rural land improvement project plan need to be applied in the name of the government in accordance with the law, the rural land improvement project plan shall be submitted for approval after being approved by the government at the same level. Those who do not need to apply in the name of the government shall be submitted for approval by the competent department of land and resources administration.
Before submitting a rural land improvement project plan prepared by a county (city, district) for approval, it must be reviewed and approved by the district-based municipal government or the competent land and resources administration department.
Article 8 The window of the Department of Land and Resources of the Provincial Government Service Center (hereinafter referred to as the Office of Government Affairs Service) uniformly accepts applications for rural land improvement projects. The applicant shall submit a project application to the government service window (the application shall specify the types of specific approval items involved), the rural land improvement project plan, and other materials that need to be submitted.

Article 9 The applicant shall submit relevant application materials to the provincial finance department upon request.
Chapter III Project Approval
Article 10 After the application is accepted, the administrative service window of the department will hand over the acceptance materials to the Cultivated Land Protection Division for processing.
Article 11 The Cultivated Land Protection Division shall conduct a preliminary review of the received materials. If they meet the requirements for approval, they shall submit the relevant materials to the relevant divisions within 3 working days, and the relevant divisions shall review the relevant matters according to the division of responsibilities. And submit a review opinion within 10 working days.
If it does not meet the examination and approval requirements, the Cultivated Land Protection Office shall return it to the government service window and explain the reason within 3 working days. If it can be solved through the correction materials, the written materials and time requirements shall be notified in writing.
Article 12 Where on-site investigation is required, the Cultivated Land Protection Division shall organize relevant departments to conduct joint investigations. Counties (cities, districts) projects may entrust the municipal land and resources administrative department with districts to conduct surveys.
Where a municipal land and resources administrative department with a district is entrusted to conduct a survey, the survey work may be carried out before the rural land improvement project is submitted for approval, and the survey materials will be provided together with the approved materials.
Article 13 If it is necessary to organize expert review and argumentation, the Cultivated Land Protection Division shall organize a comprehensive review with the relevant divisions participating.
Article 14 The departments involved in the examination and approval shall submit written review opinions on the examination and approval matters for which they are responsible, and submit them to the Cultivated Land Protection Department after signing by the person in charge of the department.
Article 15 After examination, if the approval matters involved in the rural land improvement plan meet the approval conditions, the leaders of the report office of the Farmland Protection Division shall sign the approval opinions. Among them, matters that are approved by the provincial government shall be reported to the provincial government for approval; matters that require the signature of the provincial finance department shall be sent to the provincial finance department for signature.
Article 16 After the rural land remediation plan is approved, the provincial land and resources department will produce a unified land remediation plan approval document, specifying the approved items and requirements. The documents approved by the provincial government, and the documents jointly approved by the Provincial Department of Land and Resources and the Provincial Department of Finance are attached as attachments.
Article 17 The approval document of the rural land improvement plan shall be delivered to the applicant through the government service approval window.
Article 18 After approval of the rural land improvement plan, it shall not be changed in principle. If it is really necessary to change, it is necessary to re-examine and approve the procedures in accordance with these measures.
Article 19 The time limit for examining and approving rural land improvement programs is 25 working days. The time for making corrections, on-site surveys, expert evaluations, submitting to the provincial government for approval, and signing to the Provincial Finance Department for countersignature does not count towards the time limit for approval.
Chapter IV Post-approval Management
Article 20 After approval of the rural land improvement plan, the municipal, county (city, district) land and resources administrative department shall handle the planning, design, and budget of land consolidation, reclamation, or development projects in accordance with the Measures for the Administration of Land Consolidation, Reclamation, and Development Projects The plan is issued and announced after the review and approval by the Provincial Department of Land and Resources and the Ministry of Finance.
Article 21 The municipal, county (city, district) land and resources administrative department shall, in accordance with the approved rural land remediation plan and project planning and design, implement the projects involved in land remediation in accordance with the law, and report the implementation status to the province regularly in accordance with relevant regulations. Article 23 After the completion of the rural land improvement project, the Cultivated Land Protection Division will organize relevant departments to conduct joint inspection and acceptance of the project. If a single project is completed ahead of time, the individual project may be subject to acceptance upon application by the relevant city, county (city, district).
Chapter V Supplementary Provisions
Article 24 The report materials and specific approval procedures required for the comprehensive examination and approval of rural land improvement projects shall be formulated by the Cultivated Land Protection Division in conjunction with relevant departments.
Article 25 Examination and approval of a single land consolidation, reclamation or development project shall be handled in accordance with the original regulations.
