What is a Product Recall?

A product recall is when a manufacturer takes back a product that has been delivered to a wholesaler, retailer, or end user. The typical reason for a product recall is that the product sold was found to be defective. The product recall system and the general three-package product return and exchange are two concepts. The return and exchange of the Three Guarantees product is aimed at individual consumers, and it cannot be said that there are any problems with the product itself; and the product recall system is a treatment method for batch problems caused by manufacturers. Among them, the identification of quality defects and the identification of manufacturers' responsibility are the most critical cores. In developed countries, there are two methods of product recall: one is "voluntary certification, mandatory recall", and the other is "compulsory certification, voluntary recall". At present, China has not fully implemented a mandatory product recall system.

Product recall

The recall system is established for defective products that have already entered the market. The so-called defective products refer to products that are caused by mistakes in product design or errors in a certain part of the production line and endanger consumers, property, or the environment in large quantities.
Because defective products often have the characteristics of batches, when these products are put on the market, if they are not interfered, the potential harm is huge, which may cause damage to consumers' lives, property safety or the environment. "Administrative Regulations on the Recall of Defective Automobile Products" and "Administrative Regulations on the Recall of Defective Automobile Products" were held on September 28, 2003 by the General Administration of Quality Supervision, Inspection and Quarantine Administration, the National Development and Reform Commission Board Meeting on January 15, 2004, and It was deliberated and approved by the General Administration of Customs on February 23 and the Ministry of Commerce on March 12, 2004. It is hereby announced and will be implemented as of October 1, 2004. This regulation will first be implemented from M1 vehicles (passenger seats, passenger vehicles with no more than 9 seats), and the specific implementation time of other vehicles will be notified separately.

In September 2004, the General Administration of Quality Supervision, Inspection, and Quarantine approved the establishment of the Defective Product Management Center of the General Administration of Quality Supervision, Inspection, and Quarantine, and accepted the guidance and entrustment of the General Administration of Business, and was responsible for the daily management of defective product recalls.
The management center consists of the automobile recall management department, general product recall management department, information management department, research department and comprehensive management department.
The main function and scope of the management center is to accept consumers' complaints about product quality, product defects, product injuries, etc., provide consulting on defective product recalls and consumer education; collect and organize product defect information, and establish an early warning report system; Establish a database of technical experts and product testing institutions to supervise and manage product testing and experimental institutions; organize technical experts or set up expert committees to conduct defect investigation and identification; conduct recall effectiveness evaluations; carry out publicity and training of product safety regulations; strengthen and recall defective products Coordination and communication with relevant parties; carry out scientific research on policies, regulations, standards, technologies and other aspects related to product safety.
