"Who evaluates" actually describes the subject of the assessment, that is, the person or organization that initiated the assessment. "What to evaluate" describes the object of evaluation, that is, what to evaluate and what is the object of evaluation? "How to evaluate" is a more complex issue. First of all, under the guidance of the evaluation goals, a certain evaluation idea must be formed, and an evaluation model should be constructed along the evaluation idea. The evaluation model also includes evaluation methods, evaluation benchmarks, evaluation indicators, and evaluation data. Following certain evaluation steps, the evaluation model is used to evaluate the evaluation objects, and finally the evaluation results are obtained to form an evaluation report. The above contents constitute the entire system of organizational information evaluation, as shown in Figure 1:
The evaluation subject refers to the organization, individual or working group that is mainly entrusted with the evaluation. The main body of information-based performance evaluation can be divided into two categories: external entities and internal entities, but because of the different evaluation purposes and their status and perspectives, their content and focus are different. External entities mainly include entrusted third parties, and internal entities mainly refer to the organization itself or a department of the organization itself. The attention of stakeholders from inside and outside the organization on the status of informatization performance has also established a broad demand for informatization performance evaluation.
The evaluation working group is responsible for completing the specific work of the entire evaluation process, and provides the expert consulting group with necessary policy and technical advice; the expert working group is responsible for providing relevant information and reference opinions to the evaluation working group according to the needs of the evaluation work.
The evaluation working group shall follow the basic working standards, carry out the evaluation work independently, objectively and impartially, and exclude the influence of various aspects, especially the will of the organization being evaluated. However, the omissions, omissions and questions in the evaluation work and evaluation report pointed out by the evaluated organization should be carefully answered and supplemented and corrected.
The object of evaluation refers to the object of evaluation. Objects that can be evaluated for informationization include information systems, organizational informationization strategies, and informationization projects. Due to the different purposes of the assessment, there are different assessment needs, so there are some differences in the people's assessment.
Regardless of internal evaluation or external evaluation, all informatization evaluations must follow a certain working procedure. The working procedure refers to the process from determining the evaluation object to completing the entire evaluation work. Generally includes the following steps:
(1) Determine the evaluation objects, issue evaluation notices, and organize the establishment of evaluation working groups and expert advisory groups. The evaluation notice is an administrative document issued by the value evaluation organization (the client), and is also the basis for the organization to accept the evaluation. The evaluation notice shall specify the evaluation task, evaluation purpose, evaluation basis, evaluation personnel, evaluation time and related requirements.
(2) Develop an evaluation work plan and collect basic information. The evaluation work plan is the work arrangement for an evaluation activity carried out by the evaluation working group, and its main contents include: evaluation target, evaluation purpose, evaluation basis, evaluation project leader, evaluation staff, working time arrangement, evaluation method to be used, evaluation selection Standards, preparing assessment materials, and related work requirements.
(3) The evaluation working group implements the evaluation, solicits expert opinions and feedback organizations, and writes an evaluation report. The evaluation working group conducts basic evaluation based on the information submitted by the organization. If the evaluation is performed within the organization, only part of the content can be evaluated, depending on the duties entrusted by the organization. In the case of an external evaluation, there must be instructions from the entrusted department to act as planned.
(4) The evaluation working group submits the evaluation report to the expert advisory group for review, sends the evaluation report to the evaluation organization (the client), chooses to announce the evaluation results, and establishes the evaluation project file.
Before the evaluation work officially starts, the evaluation working group may organize relevant personnel to conduct self-tests in accordance with the basic requirements of the evaluation. Organizing self-tests is voluntary and preliminary. Self-test reports should have a complete working paper for future reference.
The evaluation conclusions obtained by the evaluation working group should be compared with the organization's self-test conclusions, and the evaluation conclusions should be supplemented and modified in a timely manner. If there is a large difference between the evaluation conclusions of the evaluation working group and the organization's self-test conclusions, the basic data should be checked. If there is a reason for the difference, the evaluation conclusion should be adjusted if necessary.
After the information evaluation is completed, a general evaluation report should be formed. The evaluation report is a text file of comprehensive conclusions made by the evaluation working group after completing all evaluation work, comparing and analyzing the status and value contribution of informatization and objective judgment.
The evaluation report consists of two parts: the body and the appendix. The main content of the report body includes a description of the basic situation of the organization system, a comparative analysis of the main performance indicators, an evaluation conclusion, an evaluation basis, and an evaluation method. The appendix to the report includes basic documents and data on the assessment. The evaluation report shall maintain the legitimate secrets of the organization being evaluated.
The evaluation report must objectively, fairly, accurately describe the input-output status of the organization's informatization, follow-up development capabilities, etc., and make a forecast of the development trend. The evaluation working group should fully listen to the opinions of the expert group in the process of preparing the evaluation report. Objective conditions that affect operations should be fully explained in the report.
The evaluation report should be audited by an independent auditor for compliance, that is, whether the evaluation work process is complete, the evaluation method is correct, whether the evaluation standards are appropriate, and whether the evaluation report meets the specifications.
The evaluation results should be fed back to the organization's decision-making department as the reference basis for information investment decision-making, management improvement, and performance supervision; and as the basis for IT personnel performance assessment, and also provide information consulting and management reference for relevant departments
