As the project team and the client reduce the budget cost in the planning stage to achieve a cost that is acceptable to both parties, the scope of the project, which is the complexity of the project, is inevitably greatly underestimated, so that 80 people are budgeted to complete the project in three months. And the cost of the project is calculated with staff hours. When the project started, due to the cooperation of the customer, the overall project progress was postponed for one month. This was what we were prepared for at the time, so it did not bring too much cost to the project. Two weeks after the problem started, when all the personnel were in place and carried out the specific work, we found that all the subordinate teams were facing a lot of problems of lack of resources. Although, in a short period of time, the missing personnel were brought together (already planned 3 times, reaching 240 people), but due to frequent staff changes and most of the additional staff are temporary staff, it is difficult to manage, resulting in a great delay in project progress, and this delay has been used for human resources. To the extent that it is impossible to keep the 240 people on this project indefinitely, at this time, the project fails, the project team conducts further negotiations with the client, and educates the client to accept the project results of the current stage.
