Interim Measures for Beijing Urban Public Housing Rent Reduction
Article 1 The present Measures are formulated in accordance with the spirit of the State Council's Notice on Further Deepening the Reform of the Urban Housing System and Accelerating Housing Construction (Guo Fa [1998] No. 23) and relevant documents, and in combination with actual conditions.
Article 2: The families of the following persons who rent public housing in urban Beijing can apply for rent reduction or exemption within the prescribed housing area standards:
(1) Retired cadres and families (hereinafter referred to as retired cadres) and in accordance with the "Notice of the Ministry of Labor and Personnel on the Retirement Treatment of Old Workers Who Worked Before the Founding of the People's Republic of China" (Labor Insurance [1983] No. 3) stipulated that they would enjoy 100% of the original standard salary. Of retired workers 'families (hereinafter referred to as retired workers), those whose new rent exceeds their and their spouses' additional subsidies are exempted.
The new rent refers to the newly increased rent after the rent increase on April 1, 2000 (the same below).
(2) For newly-paid families who enjoy the state's regular pension subsidy and families who enjoy the minimum living security benefits of urban residents, their new rents are exempt.
(3) Resident households whose monthly per capita income is higher than 273 yuan but lower than 400 yuan (inclusive) and whose rent exceeds 10% of their total monthly household income are exempted.
(4) For other families, the rents exceeding 15% of their monthly household income are exempt.
Article 3 Family income refers to the total income of members who have a permanent resident account of urban residents in Beijing and have lived together for more than one year. Including: wages, bonuses, allowances, subsidies, and other labor income; savings deposits and interest, stocks, and other securities and bonuses; relatives' maintenance and maintenance, and inherited inheritances and bequests; retirement pensions, unemployment benefits; housing Rental income; other household income that should be included.
Article 4 No rent reduction or exemption will be provided for the housing of employees' families exceeding the prescribed area standard.
Article 5 The housing area where the employee family enjoys rent reduction or exemption shall be calculated by the administrative agency and the unit employee managed by the administrative agency in accordance with the housing standard of the highest rank of the middle member of the family member. Other unit employees or residents without level regulations may apply for rent reduction or exemption based on the per capita floor space of 15 square meters. Article 6 Application and approval procedures for rent reduction or exemption:
(1) Retired cadres and veteran retired workers shall apply to the housing property right unit for the certificate of residence or retirement certificate of the old cadre, the residence register, the housing situation issued by the unit where the spouse and his spouse are located, and the issuance of additional subsidies. Rent reduction or exemption as required.
(2) Preferential households who enjoy the state's regular pension subsidy and families who enjoy the minimum living security benefits of urban residents shall apply to the housing property rights unit with valid certificates issued by the civil affairs department, and shall be exempted from rent after approval by the housing property rights unit.
(3) For other families, rent reduction or exemption shall be handled according to the following procedures:
1. The lessee holds the household registration book, resident identity card and lease contract, applies to the housing property right unit and fills out the "Application Examination and Approval Form for Reduction and Exemption of Public Housing Rental in Beijing Urban Households" (hereinafter referred to as the "Application Approval Form").
2. The renter and his / her family member's unit where the income is checked and the additional subsidy is issued and the opinions are signed and stamped (if there is no work unit, the income is approved by the home committee) will be verified by the home committee and announced on the list. No objection , The Home Affairs Committee signs the preliminary review opinions in the "Approval Form", and after the street office or township government review (the home office committee is not established in the tenant's house, the street office or township government will directly review it), which shall be held by the tenant The Application Examination and Approval Form applies to the housing property unit.
3 After the property rights unit has verified the "Application Examination and Approval Form", the rent shall be reduced or exempted according to regulations.
Article 7 The housing rents that are reduced or exempted by workers and families in accordance with regulations shall be approved once a year in principle.
Families enjoying rent reduction or exemption shall submit an application for rent reduction or exemption for the next year to the housing property right unit from October to November each year, and the housing property right unit shall complete the verification work by December 31st. In 2000, families enjoying rent reduction or exemption can apply for deduction or exemption to the housing property rights unit before March 31, and the housing property rights unit should complete the verification work before April 15.
Article 8 Strengthen the supervision and management of rent reduction and exemption. If the renter who enjoys the rent reduction and concealment reports the family income and the additional subsidy, the housing property right unit has the right to cancel its eligibility for rent reduction and recover the rent that has been reduced or exempted.
Article 9 These measures shall be implemented for the lease of public housing by government agencies, institutions, enterprises and social organizations within the Beijing administrative region.
Article 10 The interpretation of these measures lies with the State Council's Office of Administrative Affairs, the Office of the Office of the Communist Party of China directly under the Central Government, and the Beijing Municipal People's Government Housing Reform Office.
