A white paper is another name for an important document or report formally published by the government or parliament in a white cover. As an official document, it represents the government's position, focusing on clear facts, clear positions, standardized writing, concise writing, and no literary color.

Since the first white paper was issued in 1991, as of 2017, China has published more than 90 white papers, covering democratic politics, rule of law, party system, human rights status, arms control, national defense, non-proliferation, religious issues, population issues, Energy, environmental issues, intellectual property issues, food and drug safety, the Internet, Tibet and Xinjiang, etc., provide a comprehensive and accurate introduction of the Chinese government's policy propositions, principled positions and progress made on these major issues, which has enhanced the international community's Understanding and recognition has received widespread attention.
