The "three actions" for safe production are law enforcement actions, governance actions, and propaganda and education actions.

Three actions

Combat or investigate and punish the following acts according to law:

(1) Those who are engaged in production, operation, and construction without a certificate or certificate;

(2) In case of unauthorized production, operation and construction after the closure and ban, small coal mines shall be closed or the closure plan shall not be implemented;

(3) Indiscriminate excavation by private mining, transboundary mining beyond the boundary, and illegal discharge of tailings ponds;

(4) Project construction in violation of the "three simultaneous" provisions of safety facilities for construction projects;

(5) Concealed the accident;

(6) Major hidden dangers are concealed or not reported or not given within the prescribed period

Strict governance of:

(1) The safety production technology system, technical equipment, monitoring facilities, operating environment, and labor protection equipment are not in compliance with the requirements;

(2) The intactness rate of storage containers and transportation vehicles for special equipment and dangerous goods with high dangers does not meet the standards, and the inspection and inspection are not carried out according to regulations;

(3) Those who have been threatened by natural disasters but have not implemented preventive measures;

(4) The hidden danger inspection and governance system is not complete, the responsibilities are not clear, the measures are not implemented, and the rectification is not in place;

(5) The emergency rescue team and equipment are not complete, the emergency plan formulation and revision drills are not timely, and the self-rescue equipment is insufficiently equipped and the training is insufficient;

(6) Economic policies such as the extraction and use of production safety expenses in high-risk industries, and the payment of mortgage deposits for production safety risks are not implemented in place;

(7) Insufficient safety systems for major infrastructure construction and inadequate management measures;

(8) Command violations, illegal operations, or labor discipline violations;

(9) Local people's governments at all levels fail to implement the safety supervision responsibilities of the relevant regions, industries (fields) and enterprises, the safety management institutions are not sound, the supervision and inspection by relevant departments are not in place, and the safety permit system is not strictly enforced;

(10) The industry (area) and enterprises and units identified by the relevant regional and industry authorities are not in place to address potential safety hazards.

Focus on the following publicity and education activities:

(1) Publicize laws and regulations on safety in production, and strengthen safety awareness;

(2) Publicize the concept of safety development and promote the construction of safety culture;

(3) Publicize and promote the typical experiences and practices of work safety, and promote the construction of work safety demonstration enterprises;

(4) Improve the safety production information release system, announce the "blacklist" of production safety accident companies, investigate and deal with accidents, and strengthen public opinion supervision of safety production;

(5) Carry out intensive publicity and education activities such as Safe Production Month, Safe Production Miles and Safe Production Technology Week;

(6) Reform the relevant employment system of enterprises, promote the implementation of "turning recruitment into recruitment", and increase entrusted schools with targeted training efforts;

(7) Strict supervision of education and training institutions, strengthening the construction of teachers, training equipment, and improving the quality of training;

(8) Strengthen the training of the company's principals, safety managers and special operations personnel, do a good job of safety education for newcomers, and strengthen safety skills training for all employees.
