Provincial and municipal governments communications administrations have issued pilot approvals for operating offshore call center services after approval and reported them to the Ministry of Industry and Information Technology for the record. The main investor of the enterprise shall, with the approval of the Communications Administration of the province or municipality directly under the Central Government, go through the relevant formalities of applying for establishment of a foreign-invested enterprise to the model city's commercial administration department, and obtain the "foreign-invested enterprise approval certificate". The competent department of commerce of the demonstration city shall file a record with the Ministry of Commerce and the competent department of commerce at the provincial level.
