What Is the Performance Measurement Baseline?

A performance measurement benchmark is a budget plan organized by time period to measure the performance of project execution. Consists of schedule costs and related overhead cost estimates. Future investments that do not take into account the cost account level also include budgets for higher-level elements in the contract work breakdown structure (WBS). It does not include management reserves and emergency reserves in excess of PMB. [1]
