The creation of this type of steamed meat begins with cooking shallots in a pan with a small amount of water. As soon as the shallots are softened, the spice called berebere is added with a little oil and fresh garlic and the mixture is lightly brown. Berebere, also called Berber, is a common mixture of spices that contains a range of spices including cardamom, cumin and basil. The mixture is then boiled briefly in water before the flour goes into a hot liquid, where shiro flour thickens in boiled water until desired texture.
