- Key development areas are areas with strong resource and environmental carrying capacity and good economic and population agglomeration conditions. It is necessary to enrich the infrastructure, improve the environment for investment and entrepreneurship, promote the development of industrial clusters, expand the economic scale, accelerate industrialization and urbanization, undertake industrial transfers in optimized development areas, undertake population transfers in restricted and prohibited development areas, and gradually become a support for the national economy. An important vehicle for development and population gathering.
- Restricted development areas are areas with weak resource carrying capacity, large-scale agglomeration economies, and inadequate population conditions that are related to national or large-scale ecological security. We must persist in maintaining priority, moderate development, and point development, adapting to local conditions to develop characteristic industries that can be carried by resources and the environment, strengthen ecological restoration and environmental protection, guide the gradual and orderly transfer of overloaded population, and gradually become a national or regional important ecological function zone. At present, the Xing'an Mountains, the Changbai Mountain forest land, the Sanjiang Plain wetland in the northeast, Altai, Xinjiang in the northwest, the Sanjiangyuan in Qinghai, etc., some desertification prevention areas in Inner Mongolia, some dry and hot valleys in the southwest, karst rocky desertification prevention areas, loess Plateau soil erosion prevention zone, Dabie Mountain soil erosion prevention zone, etc., are all restricted development areas.
- Prohibited development areas refer to various types of nature reserves established in accordance with law. Mandatory protection should be implemented in accordance with laws and regulations and related plans to control the interference of human factors on natural ecology, and development activities that do not conform to the main function positioning are strictly prohibited. The draft plan specifies that the prohibited development areas include a total of 243 national-level nature reserves, 31 world cultural and natural heritage sites, 187 national key scenic spots, 565 national forest parks, and 138 national geoparks.
