main target:
1. The incidence of severe multiple disability birth defects has gradually decreased, reducing the disability caused by birth defects.
2. Infant and under-5 mortality rates should be controlled below 10 and 13 , respectively. Reduce infant and under-5 mortality among migrants.
3. Reduce death and disability from child injuries. Injury mortality among children under the age of 18 has fallen by 1/6 from 2010.
4. Control common childhood diseases and major infectious diseases such as AIDS, syphilis, tuberculosis and hepatitis B.

Strategic measures:
