The Ministry of Civil Affairs of the People's Republic of China encourages employers, public service agencies, urban buses, and commercial institutions to provide preferential treatment to volunteers with a good record of volunteering. At the same time, volunteer organizations, charitable organizations, and social service organizations are encouraged to build voluntary service time savings systems based on voluntary service records, so that volunteers can get unpaid services from others within their accumulated volunteer hours.
Chinese Minister of Civil Affairs Li Liguo said at the meeting: "Establishing a voluntary service record system to effectively record and manage volunteer service information provided by volunteers is conducive to the enthusiasm and subjectivity of citizens participating in voluntary services.
China's social work service experience exchange meeting was held in Shanghai on the 3rd. At the meeting, the Ministry of Civil Affairs of China announced a list of 136 pilot regions in the nationwide voluntary service record system, which will run for two years.
According to the "Measures of Volunteer Service Records" promulgated by the Ministry of Civil Affairs of China, the information collected by the volunteer service records includes the name, location, time, and quality evaluation of volunteer services. Volunteers will also be rated according to the length of volunteer service. Volunteers with a cumulative record of 100 hours of volunteer service can apply for a one-to-five-star volunteer based on the length of time. The standard is 1500 hours of volunteer service.
